Apparently there is a dangerous sex offender "Matthew Archer" living on PEI. He moved here from Ontario. He has been described as a tall, thin black man with a beard. He has been seen wearing a blue jacket and jeans, as recently as Tuesday night in downtown Charlottetown. He has been banned from the Confederation Court Mall and the UPEI campus (I know he has been hanging around the mall but do not know specifically why he was banned from these two places). I hear there are posters up all around the UPEI campus warning people about him. He has been seen around the Holland College campus as well.

I've seen this floating around Facebook. Does anyone have confirmation that he is indeed a sex offender?

Other information:
just an fyi - there is a man on the island who just moved here from Ontario. He is very tall (and thin) - he is black and has a beard. He is a sexual predator - has been banned from upei campus and the mall (not sure if it's the zellers mall or downtown). I saw him tonight when I was out running (had just been warned about him yesterday) - he was wearing a blue coat and jeans (and I was told he usually wears this). Just be careful, especially if you are out at night partying, running etc. I think he is usually downtown but not sure. Again, be aware and be careful.
Just received this from my sister - {name removed to protect child's identy} co-worker's teenage child also ran into this individual, doing inappropriate things in one of the bus shelters near Hillsborough Park. I'm sending it along to you in case you are out and about in Charlottetown, or in case you have children somewhere close by. Stay safe!
I think someone called the police on him after a UFIT class at Murphy Centre last Friday night. I wasn't there but I was told he intentionally brushed up against one of the women there. Thanks for the heads up! We'll be keeping an eye out in hour neighbourhood.

My friend works for a security company and they have been given a photo of him and told to keep an eye out for him.

And another source
i am a holland college student and they did send out an email with this picture and a few others (from the security cameras inside the dorms) saying that if we see him on campus we are not to approach him and to call the cops right away. they never said why though.......

He has been breaking into (or otherwise gaining access to) the Dominion Building on and off for nearly a month. Repeated calls to the police just bring a response of "if you see him again, call our daytime number and stay away from him". A police officer told one of the residents that they (CPD) had put him on a plane to Newfoundland (why Newfoundland, I have no idea) a few weeks ago, but that he reappeared in Charlottetown a week later.
As I am typing this, I have just heard from a colleague that he just saw him inside the Jean Canfield Building not 5 minutes ago. Another colleague who sent along the email to his friends just heard back from a friend who works at the homeless shelter for men that they kicked him out last night ... they did not know that he was a sex offender though.
Thanks for bringing this up.

I called the City Police to see if this was true or just hype and they cut me off before I could even finish my question. They said they have been getting numerous calls about this and cannot release any information about anyone, I asked if they would be doing a press release or anything to at least corroborate or deny the story and he said they cannot say anything.
I Googled the name and there is nothing that I can see for that name in Canada. I hate spreading things that are not verified by an authority, but this sounds like its true - a few people on my Facebook have said they have seen him around town- he walks by one store front on University Ave by Dairy Queen each day, another saw him in the Playroom at McDonald's last night. I guess until he does something wrong here the City Police just have to let him be? One Facebook friend said he looks stoned everytime he sees him on the street.

By Canadian law authorities are not allowed to give out names/identies of sex offenders, but they are required to let you know if there is a registered offender in your area. In the states this isn't the same, they are allowed to post names/pics of registered sex offenders. It should be the same here

ok, so he must not be a registered offender because the guy on the phone at the police station was very adamant that he could not release any information. Thank you!
edited to add : I did find that second article when I Googled his name and Niagara Falls - I couldn't get anything with just Ontario or Ontario offender.

I'm pretty sure the public doesn't have access to the sex offender registry so he still could be.

Well, what Nomie said was that if there is a registered offender in your area they have to tell you, so since the police are not able to tell the public anything, he must not be registered. That's not to say he isn't a bad man. Just that he hasn't been put on the registered list as of now and they can't release information. You are correct, the public does not have access to the list.
