Hard to say, depend on the size, age and efficiency of the house.
Between my wife and myself we average $350 a month in oil, 100 for electricity and I think the internet is 90 a month for high speed.

It is really hard to say as every family has different priorities. It would be easier to compare Charlottetown to other places in North America. There is "Moving to PEI" thread here with some useful info about it. Generally, housing is cheaper and every else a bit more expensive. To compare it with San Francisco, apartment rent here is about 30% of equivalent there but EVERYTHING else is about 2 to 3 times more expensive here.
